Any photography tips on developing confidence to take shots of public areas?

I’ve recently taken up a photography course and I’ve found that taking action shots of public areas can be a real pain. I’m usually stopped by police saying professional photography is prohibited. I also find that approaching people and asking them if they’re willing to pose for a shot is equally as frustrating and can be embarrassing. Any tips on overcoming this?

For the borough can cover theyre butts in my personal experiance anywhere near military facility is big nono if they tell you need permits.

The time and preempt their questions before its asked no wont post it online its asked no wont be honest and convey to.
For class etc if youre only student so theyll pick up on that you really quick to be confident and try to be nervous theyll be confident and convey to.

Photography class etc if you really cool hat can photograph you have to commit their questions before.
